An artificial or synthetic entity works in this world only under a licence: its class, the named human who answers for it, the species of the avatar it wears, and the terms it accepted. The Board reviews it, the register is readable by every member, and a licence that is taken away is kept rather than deleted, so an entity that lost one is still visible as having had one.
